Cash For Work Program Officer

Department / Project : SETTLE 2

Location : Central Equatoria State, Juba County (Field Based)

Supervisor / Title : Program Manager

1.0 Job Summary

Working in close collaboration with the Program Manager, the field-based Cash For Work program officer will be responsible for managing all infrastructure community CFW projects activities relating to the new OFDA-funded program SETTLE 2. The goal of this program is to strengthen productive livelihoods for returnees and host communities through increased economic opportunity and the adoption of healthy practices.

2.0 Essential Duties and Responsibilities:

1. Work with community leaders in both the Payam and county level to identify cash for work projects in Lobonok and Gemeiza.
2. Coordinate, monitor, and provide logistical support of all CFW activities in targeted areas.
3. Sensitize and mobilize community members and their leaders to take part in CFW initiatives in a timely fashion.
4. Provide technical advice and guidance on any related CFW intervention being carried out in Lobonok and Gemeiza.
5. Advise in the hiring of CFW assistants.
6. Monitor community members on activities undertaken.
7. Liaise with communities, partner agencies and donors on any related CFW intervention pertaining to Lobonok and Gemeiza.
8. Develop and maintain working relationships with key community leaders, government officials, and beneficiaries
9. Participate in development and ensure timely and effective implementation of the CFW schemes.
10. Participate in weekly team meetings to insure inter and intra-program communications and planning
11. Prepare weekly, monthly reports and final reports on activities progress, constraints and suggestions for improved performance. Fully participate in concept paper or proposal development as requested
12. Prepare procurement documents related to activities in coordination with the Logistics department
13. Perform any other duties as required by your supervisor.

3.0 Required Qualifications: Degree Level

3.1 Education / Training:

o Construction Engineering, community development.

3.2 Experience:

o Five (3-5) years experience in construction in post conflict- country

3.3 Desired and Technical Skills:

o Ability to negotiate with government officials, UN and other agencies, local artisans and community representatives.
o Ability to work independently and meet deadlines yet effectively carry out program activities with other CHF projects being implemented.
o Fluency in written and spoken English, Juba Arabic and knowledge of the Bari dialect would be an asset.
o Advanced computer skills.

4.0 Key Relationships:

o Internal Contacts: (SETTLE staff, WEAVE program staff, Other programs within CHF International)

o External Contacts: (Local administrative county authority, County departments, SSRRC other international NGOs, communities)

5.0 Working Conditions:

o This position will be Field based (Central Eq State) but with frequent field travel and may require long stay in the field.
