LOGISTIC Officer-W Darfur

Terre des hommes Foundation Child Relief

Project Duration: 18 months

Position Start Date: February 2011

Position Location: Sudan, El Geneina - West Darfur

Supervisor: Programme Coordinator, Darfur

Swiss salaried contract 2000 € < > 2800 € /month according to experience x 13, Vacancy: 25 days per year + R&R policy, local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
General responsibilities:
  • Logistic operations and teams in Geneina, in close coordination with Administrative Coordinator based in Khartoum, Administrator and the Programme Coordinator in Darfur.
Line Management:
  • Closely co-ordinates with the following members of the senior management team: Country Delegate, Programme Coordinator Darfur, Administrator Darfur, Administrative Coordinator and Project Coordinators.
Logistics responsibilities:
Project Support:
  • To support the activities program (centres maintenance, supplies, purchase…).
  • To manage and supervise the shelter construction activity in close collaboration with the Community Liaison Officer and the Programme Coordinator.
  • To manage and supervise the CFS/Youth centre construction activity in close collaboration with the Psychosocial Officer and the Programme Coordinator.
Supplies:
  • Responsible for the correct implementation of Tdh procurement procedures and respect of donors' requirements.
  • To provide to Administrative Coordinator the monthly follow-up of purchase request in collaboration with the logistician in Khartoum.
  • Responsible for national and international purchase following Tdh procurement procedures.
  • Responsible for coordination of transport of all supplies and equipment to and from site.
Contracts:
  • To draft contracts for vehicle rental, premises rental, maintenance… in close collaboration with the Programme Coordinator.
  • Through regular call for bids/quotations, redefine the relations between Tdh and vehicle owners, suppliers…
  • Responsible of contract management (vehicles, premises & guest house, telecommunication, insurance…).
Vehicles:
  • Responsible for the correct implementation of Tdh fleet management procedures.
  • Responsible for car maintenance. Ensure perfect state of all vehicles at all time.
  • Responsible of the follow-up of insurance, official registration, contractual commitments… for the vehicles park.
  • Responsible for all car movements and appropriate follow up.
Communication:
  • Responsible for Terre des hommes internal and external communications network and equipment (VHF radios, HF radios, mobile phones, Thuraya phones, Immarsat phones, E-mail accessibility…).
  • Coordination with UN agencies (UNDSS) for programming radios, registration into the UN shared system.
  • To ensure that all the necessary official procedures and tax payment are following by Tdh for the use of the VHF and HF system in Darfur and in collaboration with the administrative coordinator.
Stock (Assets Management):
  • Responsible for the correct implementation of Tdh stock management procedures and respect of donors' requirements.
  • To set up a proper transparent stock management system.
  • To supervise stock management and carry out documented monthly inventory controls.
  • To ensure a monthly based physical inventory.
  • Following Tdh procedures for asset management.
  • Responsible for the renewal policy of Tdh's assets.
Maintenance:
  • Responsible for office/guest houses maintenance (water, electricity, generator, painting…).
  • Responsible for the equipment maintenance (computers, printers, photocopiers, fridges, generators, etc.).
  • Responsible for the CFS and Youth centre maintenance.
Security:
  • In collaboration with the programme coordinator, attend weekly interagency and security tree meetings.
  • To update of the security plan, in collaboration with the Programme Coordinator Darfur and the Country Delegate.
  • To assist program management in the design and the implementation of security measures appropriate to the context of intervention.
  • Follow-up on the daily basis of the respect of the security measure and process (Cf. security plan) from the national and international staff.
  • To ensure that training is regularly undertaken and enforce to maintain as safe and secure a working environment as possible for Terre des hommes staff and projects.
  • Responsible of the maintenance and of the improvement of Tdh's passive security infrastructure (bunkers, fences, alarms, …).
  • To supervise the watchmen, ensure they have basic equipment and security knowledge, and ensure their training.
  • To ensure for all sites and cars the presence and correct update of emergency kits (security chest, first aid, water…).
  • In collaboration with the Community Liaison Officer ensure that security measures and process are implemented for the three camps for the activity of security focal point (camp coordination).
  • To collect the security information about the security incidents (especially in the camps of intervention of Tdh) and report them to the programme coordinator and country delegate.
  • In collaboration with the programme coordinator and the project managers (if relevant) report the security incident faced by Tdh to UNDSS and authorities.
  • To ensure the respect of the communication procedures and that expatriate and “inpatriate” staff can be reached at all times.
  • Responsible of the well functioning of all the Tdh telecommunication equipment.
Human resources management:
  • To draft logistic staff job description and ensure adherence with the Tdh local needs and Tdh procedures.
  • To recruit the logistic staff following Tdh and local procedures.
  • To manage (day to day activities, working hours, presence planning…) and evaluate admin staff, encouraging effective team work and providing supervision and guidance.
  • To train logistic staff on basic Tdh rules.
  • To train drivers on basic Tdh rules, and communication equipment use.
Reporting:
  • To provide ad hoc security reports when appropriate, within 24 hours of incident.
  • To provide monthly security incident report.
  • To provide monthly logistics reports appropriately documented.
Child Protection Policy:
  • Commit to respect the Child Protection Policy.
  • Commit to ensure the best implementation possible of the Child Protection Policy in Sudan.
  • Commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.
Requirements:
  • Graduate degree in relevant fields a plus.
  • Minimum 3-5 years overseas experience (ideally in Africa) with an international NGO in a humanitarian context, including project management experience and experience of isolated and insecure environments
  • At least 2 years of experience in managing complex, multi-sector programs.
  • Qualifications or demonstrated experience and competence in logistics, HR management and security
  • Excellent analytical, oral and written communication skills
  • Ability to manage multiple priorities and projects while working as part of a team
  • Ability to prioritize multiple tasks and meet deadlines
  • Dynamic, independent, self motivated, Well organised, Fluent in English, Arabic a plus.
