Background
Southern Sudan is on the brink of history-making change. Unity with northern Sudan, completing an end to decades of conflict, or choosing to become the newest nation in the world. It is an exciting and inspiring period to work in a country with some of the lowest development indicators in the world, where Oxfam needs to do some of its most essential work.

We have been working in southern Sudan for 27 years, through the civil war and through to the peace, delivering water, sanitation, health messaging, livelihoods opportunities, emergency assistance and now entering into programmes to assist building dialogue and opportunities for peace at a local level.

Oxfam works with a wide range of people, from direct delivery of assistance, through to helping local organisations and new government to establish themselves and grow effectively. Oxfam GB's main office is in Juba, with operational bases in the states of Lakes, Upper Nile and Western Equatoria.

Our dedicated emergencies team responds to disasters across all the states of southern Sudan. In a challenging context of change, we need a person with a strong sense of integrity and personal commitment to help us further Oxfam's mission in our Programme, as Programme Manager - Upper Nile.

The Role
We're looking for a dynamic and capable individual to lead and manage our team in Upper Nile State. You will oversee our public health programme, as well as establishing and developing our new livelihoods programme, focusing in some of the most vulnerable communities in the State.

As the head of the Oxfam GB office, you will represent Oxfam externally, building effective relationships with the relevant State and County institutions, as well as coordinating activities with those of the UN and other NGOs. You will be expected to analyse the humanitarian, economic, social and political developments in the State, and their implications for Oxfam GB's programme, as well as leading the formulation of Oxfam's local contingency plans.

You will ensure gender equity and diversity in our office, and must put women at the heart of the design and delivery of our livelihoods and public health programmes. You will also be engaged in fundraising efforts to further expand Oxfam's work in Upper Nile, developing new project proposals in consultation with technical programme advisors and partners. As a member of the Senior Management Team, you will frequently be involved in shaping the strategic development of Oxfam GB's programme in southern Sudan.

The Person
To take on this role, you will need to be an experienced programme manager with strong financial management skills, accustomed to working with limited supervision. You will have experience of managing multi-sectoral programmes, preferably including Food Security, Livelihoods, Gender or Public Health programmes, and have worked in both humanitarian and development settings, with experience of working in conflict areas.

You will be educated to degree level (preferably in a relevant subject) and bring excellent analytical abilities and a sound understanding of Oxfam's humanitarian and development policies. First-class planning, monitoring and impact evaluation skills will be essential for this role, as will strong communication skills (written and verbal). You should be willing to live and work in a physically challenging and insecure environment.
