POSITION DESCRIPTION

Position Title: Strategic Communications Advisor, Government of Southern Sudan (GOSS) Strengthening Governance Project (GOSS GOV Project)


Reports to: Chief of Party


Organizational Relationships: This position reports to the Chief of Party of the GOSS GOV and will coordinate with other Winrock field staff and program personnel as necessary.

Program Summary: Twenty years of civil war has resulted in enormous consequences for the people of southern Sudan. Two million people have died and another 4 million have been displaced. Economic infrastructure has been destroyed or damaged and commercial activity severely disrupted. As a five-year peace accord comes to a close and southern Sudan prepares for a referendum on secession from Sudan, the development of an accountable and effective State Government is paramount to the security and wellbeing of the people.

The development objective of the Government of Southern Sudan (GOSS): Strengthening Governance Project (GOSS GOV Project) is to develop more effective and accountable governance, and to improve management capacity, effectiveness and accountability of the GOSS. To achieve this objective, the GOSS GOV Project will seek to achieve the following primary results:

Objective 1: Executive level of government at the GOSS and targeted state levels able to develop and articulate a shared vision, plan strategically, define policy, ensure implementation of plans and policies, lead effectively across ministries and levels of government, engage citizens and manage development partners. This enables government to effectively listen, lead and guide implementation, essential capacities for effective governance.

Objective 2: Executive and legislative institutions at the GOSS and targeted state government levels able to develop a harmonized legal framework. This enables improved governance and rule of law.

Objective 3: Executive and human resource institutions at the GOSS and targeted state government levels able to guide and facilitate human capital development across government. This enables improved governmental effectiveness in serving the needs of citizens.

Position Summary: The Strategic Communications Advisor will work collaboratively with senior management, state teams, and central and state government counterparts to create and implement state communication plans that will deepen the impact of State and Local Government.

Responsibilities include:

  • Identify key media and public policy issues to be addressed in the Communications Strategy
  • Develop a Communications Strategy and Implementation Plan for Unity, Jonglei and Upper Nile States, including specific benchmarks for each participating ministry
  • Conduct periodic reviews of public perception on key issues
  • Work with the Monitoring and Evaluation Team to determine appropriate impact indicators and best method of measuring the effectiveness of communications strategies
  • Provide mentorship and coaching to high-level state officials during the implementation process and provide continuous guidance and assistance
  • Provide planning and oversight for communication workshops and events to bring together officials from across the program area of operations may be considered.
  • Complete any other tasks as assigned by Chief of Party and Deputy Chief of Party.

Qualifications

Education

Bachelor Degree in Journalism, Communications, Public Administration, Political Science or related field.

Master's degree preferred

Work Experience

  • Ten years experience in communications, preferably government-related, with at least two years experience leading strategy formulation and implementation
  • At least two years of field-based experience
  • Demonstrated ability to manage, mentor, and coach colleagues
  • Experience in sub-Saharan Africa
  • Experience in conflict or post-conflict environments

Skills

  • Proficient in Microsoft Office applications including MS Access
  • Strong oral and written communication (in English)
  • Statistical analysis
