MSH is seeking candidates for a Technical Director/Deputy Chief of Party (DCOP) position for Sudan Health Transformation Project (SHTP) II Project based in Juba, Sudan. The Project includes Service Delivery and Health Systems Strengthening. It will build on decentralization of primary health care service to improve the health status of the Southern Sudanese people. The project will focus on the following results:
- Expanded access/availability of high impact services and practices;
- Increased Southern Sudanese capability to deliver and manage services; and
- Increased knowledge of and demand for services and healthy practices.
OVERALL RESPONSIBILITIES
The Technical Director/Deputy Chief of Party (DCOP) works in close collaboration with the Chief of Party (COP) and serves as a key member Project Executive Management Team and acts on behalf of the COP in his absence. S/he participates in the determination of partner scopes of work and the determination of performance indicators and targets to assure that expectations and required results are fully understood. S/he works with the COP and M&E staff and Technical cluster leaders and Grants Manager to track the progress of performance-based contracts and must certify progress and results prior to payment by the project of any performance incentives or confirmation of continuing grant support. S/he will provide supportive supervision to sub-contracting partners to monitor and improve performance, and supervise other SHTP II teams providing similar support to SCPs. S/he serves as a key part of the M&E team to analyze and document project results and impact, compile reports, and assure transparency in the performance data system. In addition, the DCOP will oversee the day-to-day implementation of program activities and performance to assure that expectations and required results are fully understood and achieved by all SHTP II staff and partners.
QUALIFICATIONS
1. Master's degree in public health management, public administration or related discipline is required.
2. Significant experience in public health in developing and/or transitional countries.
1. Senior experience in performance management system design and implementation.
2. Significant background in health program design and management (HIV/AIDS, MCH, FP, and/or TB).
3. Record of effective management of human and material resources on a large scale.
4. Well-developed capacity to provide supportive supervision to a broad range of technical areas.
5. Demonstrated success in a leadership role in a public health and/or international development project.
3. Demonstrated strategic agility, diplomacy, conflict management, team building, hands-on supervisory, written and oral communication, decision making, and negotiation skills.
4. Demonstrated ability to work well with senior colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
5. Commitment to working closely with MSH/Cambridge and partner organizations on a collaborative basis.
6. Track record of strong commitment to sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit.
7. Familiarity with and understanding of USAID regulations and administrative procedures.
8. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
9. Fluency in English required
10. Ability to travel 30% of the time.
