Background on ACTED

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 22 countries worldwide, with over 120 international and 2500 national staff. ACTED has a 40 million € budget for over 150 projects spanning 8 sectors of intervention; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion

In 2005, ACTED began work in West Darfur in order to respond to the humanitarian crisis through the rehabilitation of road networks and the promotion of water access and sanitation. In 2007, ACTED opened offices in Western Bahr el Ghazal with similar programmes. In 2008, ACTED Sudan launched new activities including Non Food Item distribution in West Darfur and Western Bahr el Ghazal, and seeks to expand its role in recovery and rehabilitation efforts, along with food security.

ACTED maintains its activities in northern Sudan despite the growing insecurity, and works in partnership with others NGOs to assist the growing influx of IDPs.

In Southern regions, ACTED launched a multisectorial intervention to ensure the recovery of the most vulnerable population with agricultural development and hygiene promotion programmes, along with road and sanitation rehabilitation to open up remote regions, improve community awareness and employ local population

Position profile

Under the authority of the Country Director, the WATSAN Project Manager assumes management, technical advice, and coordination responsibilities to ensure the quality completion of ACTED WATSAN projects in-country.

Management

• Oversee all project WatSan interventions, including internal and donor reporting, and ensure timely and qualitative submission of internal and external reports.

• Regular follow up of WatSan interventions though relevant project tracking tools

• Ensuring the respect of reports and deadlines by ACTED watsan team and relevant Implementing Partner(s).

• Maintain comprehensive and complete files for each intervention.

• Ensure that all departments/units/IPs are aware of and have access to ACTED and relevant donor regulations, including particular finance, logistics and administrative requirements.

• Liaise with logistics to ensure procurement plans are implemented and tracked according to ACTED and donor regulations.

• Advise program staff on issues relating to donor compliance.

Technical advice / monitoring

• Provide technical advice on all project watsan intervention

• Regularly monitor all watsan project sites

Coordination

• Act as focal point for communications between all IPs and ACTED departments and units regarding all aspects of WatSan interventions.

• Work closely with program staff to ensure appropriate program design, monitoring and evaluation initiatives are implemented and followed-through.

Other tasks

• Assess current internal information-sharing mechanisms within ACTED and other Implementing Partners, and make recommendations for improvement.

• Assist in developing internal and external communications as appropriate.

• Undertake other tasks to support program, logistics, finance, and country management as needed

Qualifications

• University degree in Engineering or relevant WatSan specializations.

• At least 4 years work experience in a development, emergency or post-conflict setting, in WatSan interventions.

• Excellent written English skills required (French for francophone posts/Spanish for Central American posts).

• Strong project management skills.

• Familiarity with different European and other international donor regulations.

• Organized and detail oriented, with an ability to multi-task.

• Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.

• Must be able to work independently, with minimum supervision, within the context of a larger team.

• Willingness to live and work in an insecure environment and to travel regularly to program locations as security allows

Conditions

- Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus

- Additional monthly living allowance
