The international Organization for Migration (IOM) is seeking qualified candidates to
join the team in Damazin, Sudan with frequent mission to the field.

Duration 3 months with possibility of extension. As soon as possible.
According to the Comprehensive Peace Agreement (CPA) two northern states, Blue Nile and Southern Kordofan will launch consultations to “ascertain the views of the people of Southern Kordofan and Blue Nile states on the Comprehensive Peace Agreement regarding each of the two states and the extent to which the agreement meets their aspirations”.
Each of the two state Assemblies will form a Parliamentary Commission entrusted to gather people's opinions and formulate recommendations to the State Assemblies on how and if the CPA should be amended. The popular consultation process has been already launched in Blue Nile State and will take place in Southern Kordofan, after the elections for the State Assembly will be held.
Under the administrative guidance of the IOM Sudan Chief of Mission (CoM) and the Senior Elections Officer in Khartoum, under the direct technical supervision of the EU Delegation to Sudan Programme Manager, the Popular Consultations Adviser is responsible for the tasks reported below.
Under the supervision of the Team Leader, the Popular Consultation Adviser will provide technical advice to the Parliamentary Commission on matters related to information gathering and processing, analysis, interpretation of the constitutional provisions, land allocation, religious and cultural rights, economic development.
The goal of this assignment is to closely observe the process of popular
consultations and also provide technical advice, upon request from state authorities and the Parliamentary Commissions. The popular consultations processes could serve as platforms for future civic society supporting programs that could be developed and financed by the EU.
Candidate's Profile:
- Previous experience in one or more of the following areas: land distribution, migration rights and property restitution, constitution writing, cultural and religious rights, electoral technical advice at the local level, economic empowerment in the developing countries (preferably African and Arab countries);
- Proven problem solving skills, creative and interactive, with diplomatic abilities;
- Advanced university degree from an accredited institution with at least 7 years professional experience in one of the following areas: law, anthropology, media and communications, human rights, public administration;
- Previous field experience in technical assistance projects in Africa, Middle East, Eastern Asia;
- Ability to perform in a multicultural environment.
- Ability to adapt and function in a challenging environment, possibly in modest living conditions.
- Excellent drafting skills.
- Excellent knowledge of English language, Arabic is a plus.
- Willingness to travel between Blue Nile and Southern Kordofan state capitals and Khartoum, and within the two states.
