 Background:

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Sudan. As the Principal Recipient of 6 grants (2005-2014) amounting to USD 300 million, UNDP is managing the largest fund portfolio in the Arab region. UNDP‘s management role consists in implementing grants, ensuring financial accountability, and training of a variety of national and international counterparts on programme management and financial accountability. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities.

The Procurement & Logistics Analyst will play an important part in the programme’s vendor management system where he/she will identify and assess potential and relevant service providers through competitive process. He/she will work in close collaboration with the grant management sections, the finance section as well as national counterparts. The Procurement & Logistics Analyst reports to the Procurement Specialist.


 Duties and responsibilities:

Summary of key functions:

1. Elaboration and implementation of operational strategies, specifically the management of procurement activities for all the grants.
2. Efficient management of procurement processes and provision of technical guidance in the logistical management of the procurement and supply chain function.
3. Supports the effective flow of information from suppliers.
4. Facilitation of knowledge building, knowledge sharing and capacity building on procurement and logistics management issues.

In his/her capacity as Procurement & Logistics Analyst, the incumbent will perform the following tasks:

1. Procurement:
• Assist the grants sections in developing and updating procurement plans including costing, scheduling and applicable procurement methods for GFATM approval;
• Review specifications and terms of reference to ensure completeness, accuracy and compliance with quality standards, particularly for medical items;
• Ensure proper tendering and bidding procedures are adhered to;
• Ensure the quality of submitted documents to the Contracts, Assets and Procurement (CAP) Committee and the Advisory Committee on Procurement at UNDP Headquarters when needed;
• Solicit and evaluate tenders to ensure overall competitiveness, quality and conformity to specified requirements;
• Ensure compliance with GFATM/UNDP procurement guidelines and procedures;
• Ensure that procured health products comply with international and national standards;
• Handle claims and claims statistics;
• Ensure correct and timely payment for services;
• Undertake other procurement related tasks as assigned by the Procurement Specialist.

2. Logistics Management:
• Together with the Global Fund Project Pharmacist and other members of the Global Fund procurement team undertake and monitor forecasting for health-related (tests, drugs etc) and other products;
• Coordinate with other team members’ timely delivery of goods and services, including Global Fund sub-recipients;
• Ensure appropriate premises are rented/built for sensitive drugs and other health products;
• Oversee the supply chain: correct receiving, dispatch, storage and inventory procedures;
• Oversee the correctness of the data in the warehouse inventory system;
• Install controls for proper tracking of goods during transport and handling of goods at final destination;
• Review operational support related to logistics activities (recruitment of logistics personnel and contract procedures related to logistics services) and suggest areas for strengthening logistics systems and establishing Standard logistics Operating Procedures;
• Suggest areas where additional logistics training may support UNDP GFATM PSM and operational support;
• Investigate where customs or legal framework have hindered delivery of supplies in the programme;
• Carry out a risk analysis to determine potential areas for loss or theft in the supply chain.

3. Supplier management:
• Monitor supplier’s performance with respect to the quality and timely delivery of goods and services;
• Liaises with OLPS on all policy related matters regarding procurement, if required or requested by senior staff;
• Liaises with the Procurement Support Office on advisory and best practice policies on GFATM Procurement and Supply Chain activities;
• Source new suppliers and initiates new Long Term Agreements in close collaboration with OLPS;

4. Knowledge Sharing and Capacity Building:
• Customizes and develops procurement-related trainings and shares best procurement and supply management practices to contribute to capacity building for PSM staff of national counterpart’s organizations;
• Sound contribution and sharing of experience/ best practices to knowledge networks;
• Harmonize procurement and logistics practices of national counterparts and those of the UNDP and as required by the GFATM.

Minimum Qualification, Skills and Experience Required:

• A Master’s degree in Business Administration, Logistics or any development related field and/or a degree in Supply Chain Management.
• A minimum of 3 years experience in the field of procurement, preferably in the health or health-related sector.
• Expertise in administration and/or project management and/or financial management. Excellent oral and written communications skills.
• Strong IT skills.
• Sound knowledge of administrative and procurement procedures.
• In-depth knowledge of UNDP/UN policies and programmes in crisis and post-crisis situations is an asset
• Experience in working with Non-Governmental Organizations and development aid.
• Fluency in both written and spoken English and Arabic.
• Working knowledge of PCs as well as excellent knowledge of Microsoft Windows and Microsoft Office applications, including excel.
• Fluency in both written and spoken English and Arabic.
